Out-of-home care

Out-of-home care services provide basic protection that includes: accommodation, assistance and support from professionals, care, nutrition, clothing, health care, and other services depending on the type of beneficiaries who do not have living conditions in their family or for other reasons they need out-of-home care and protection.

Out-of-home care includes living with support, foster care and accommodation in an institution.

Supported living is provided in a separate housing unit with the help of professionals or other persons in carrying out the basic and instrumental activities in everyday life. Help and support can be occasional, daily or 24-hour help and support, depending on the needs of the user. Beneficiaries of the service are: persons with disabilities and children without parents or parental care over 14 years of age, and no later than the end of secondary education, for the purpose of training for independent living and integration into society. A supported housing unit can accommodate up to five people, ie seven children without parents or parental care.

Foster care in family includes basic care and 24-hour care for children and adults who do not have a family of their own or have no living conditions in their own family. Care can be provided as general, specialized, occasional, interventional or family care.

General care is a service through which the accommodated persons are provided with satisfaction of the daily needs, care for the person, upbringing, education, development, health condition, depending on the daily needs of the accommodated person. Users of the service are: the elderly, children without parents and parental care, people with disabilities.

Specialized care is a service through which the accommodated persons are provided general care and fostering of the persons and support to overcome the social problems, which is provided by caregivers who have passed specialized training. The user of the service is: a child victim of domestic violence, a child at risk and a child in conflict with the law, a child or a person with a disability.

Temporal foster family provides care for a child or adult caregiver in another foster family, as well as for a child or adult with a disability who lives with a parent/guardian for rest, therapy, treatment and completion of home, family and professional responsibilities of the caregiver, the parent/guardian. After the ending of the need for temporary care, the foster family, ie the parent/guardian, continues the care for the child or the person.

Interventional care is a service of short-term fostering in the family of persons who need urgent protection, until appropriate forms of protection are found, and for a maximum of 30 days. Beneficiaries of the service are: children without parents and parental care, children from conflicting families, victims of violence, victims of human trafficking and other persons whose social problem requires immediate care and protection.

Fostering/Care by relative is a service for the care of a child without parents and without parental care, in the family of his grandmother, grandfather, brother, sister, uncle, uncle or aunt.

Accommodation in an institution includes basic care that provides: fostering, 24-hour assistance and support from professionals, nutrition, clothing and health care, depending on the identified needs of the user, who does not have living conditions in his family or for other reasons extra-family care is required. The accommodation service for children, the elderly, people with disabilities and asylum seekers, in addition to basic protection, provides access to education, life skills, work training and vocational rehabilitation, social, cultural and recreational activities, depending on the needs of the beneficiaries that use the services.

The service for accommodation of children in conflict with the law at the age of 14 to 18 with a  measure of referral to an educational institution, in accordance with the regulations in the field of execution of sanctions and referral to an appropriate institution in accordance with law, includes resocialization, reintegration, upbringing, access to education and educational support, organized free time and other services for resocialization, and is organized in an educational institution for children, in accordance with the Law on children's justice.

The service for accommodation of a frail elderly person, chronically ill person, terminally ill person and another person in need of continuous help and care, in addition to basic care, includes specialized professional help and social support to his families.

The service for accommodation of persons with disabilities, persons with addiction problems and other marginalized persons, who need treatment and rehabilitation, in addition to basic protection, is provided with treatment and rehabilitation, occupational therapy, support for the acquisition of job skills and skills for employment, reintegration and independent living, depending on the need of the user.

The service for accmodating asylum seekers provides basic protection, in accordance with the minimum standards for the reception of asylum seekers, determined by international agreements, ratified in accordance with the Constitution of the Republic of North Macedonia.

A person can use a social service, if it is developed and available.
