Allowance for Education

Allowance for education shall be provided for the purpose of covering part of the expenses of the household related to the children’s education.

Right to an allowance for education shall have a household with a child who attends regular education in the primary or secondary education in the schools in the Republic of North Macedonia, verified by the Ministry of Education and Science and registered with the Central Registry of the Republic of North Macedonia and the Registry of the Ministry of Education and Science.

A guardian of a child without parents and parental care, who is not placed with an institution for social protection outside family. Households with children regularly enrolled in the primary or secondary education in institutions in RNM, which is beneficiary of guaranteed minimum assistance. Guardians of children without parents or parental care not placed with an institution for social care outside the family. Households with children not in regular primary or secondary education in the institutions in RNM, which is beneficiary of the right to guaranteed minimum assistance.

Benefits

Payment of the allowance for education shall be done to the mother of a child/children subject to the allowance for education, for the current school year. If as a result of justified reasons, the mother cannot receive the allowance for education, payment shall be done to the father, i.e. guardian.

Justified reasons shall be the following cases:

  • When the mother is deceased;
  • The mother left the child;
  • She is in prison;
  • The mother is on prolonged hospital treatment lasting more than three months;
  • The mother has seriously impaired health;
  • Her working capability has been removed;

A guardian of a child without parents and parental care, who is not placed with an institution for social protection outside family shall be entitled to allowance for education.

A person, who until 18 year of age had a status of a child without parents and parental care, and is a regular student in high school, shall be entitled to allowance for education.

A person who until 18 years of age had a status of a child without parents and parental care, and who is enrolled as a regular student in one of the public universities in the Republic of North Macedonia, shall be entitled to allowance for education for each regular year of the studies, up to 26 years of age.

A person, who until their 18 years of age had a status of a child without parents and parental care, and who shall enrol in the second cycle Master’s studies, shall be entitled to allowance for education for the duration of the master’s studies, at the public higher education institutions in the Republic of North Macedonia, for maximum of three years as of the date of enrolment.

A person, who until their 18 years of age had a status of a child without parents and parental care, and who shall enroll in the third cycle - PhD studies, shall be entitled to allowance for education for the duration of the doctoral studies, at the public higher education institutions in the Republic of North Macedonia, for maximum of six years as of the date of enrolment.

Total average monthly income for the last three months before application and during the use of the right pursuant to all criteria for all members of the household is up the threshold for eligibility for the right to allowance for education, which is determined at 6.000 (six thousand) MKD, increased for each member of the household for a coefficient of the equivalent scale, at most for a total of eight members of the household, as follows:

  • The second member for a coefficient of 0.5
  • The third member for a coefficient of 0.4
  • Fourth member for coefficient of 0.4 Implementation body, Target group Benefits
  • The fifth member for a coefficient of 0.2
  • The sixth member for a coefficient of 0.1
  • The seventh member for a coefficient of 0.1, and
  • The eighth member for a coefficient of 0.1

The equivalent scale shall be increased additionally for a coefficient of 1.2 for single parents.

The right to allowance for education shall be used for a child who attends at least 85% of the total number of realized classes and who has not used allowance for education for the same school year.

The following shall be considered as income of all members of the household:

1. Income from work;

2. Retirement benefit realized in the Republic of North Macedonia;

3. Income from independent activity;

4. Income from copyrights and related rights;

5. Income from sale of own agricultural produce;

6. Income from industrial property rights;

7. Income from lease and sublease;

8. Income from capital;

9. Capital revenues;

10. Gains from games of chance;

11. Income from insurance;

12. Other income;

13. Right to social security of the elderly;

14. Unemployment benefits;

15. Military disability allowance;

16. Civil disability allowance;

17. Legal livelihood aid;

18. Parental child benefits;

19. Financial support in the field of agriculture and rural development;

20. Permanent allowance;

21. Salary allowance for part-time work, and

22. Allowance for education of a person who had a status of a child without parents and parental care up to 18 years of age.

The right to allowance for education cannot be realized by a child if the household owns the following:

  • Other family house or an apartment in which they do not live or which is not used for living;
  • Apartment or a house under construction;
  • Business premises;
  • Savings in the amount over MKD 70.000, and
  • Securities.

 

In realizing the right to allowance for education the following shall not constitute income:

1. Guaranteed minimum assistance;

2. Financial allowance for care and assistance for other person;

3. Allowance due to disability;

4. Allowance for housing;

5. Single financial aid;

6. Monetary allowance for the costs for an institutionalized person and an allowance for taking care of a person in a foster family;

7. Single financial aid for a newborn;

8. Special allowance, child’s allowance,

9. Legal livelihood benefit for a child, in the amount up to MKD 6.000

10. Allowance for census takers for performance of tasks related to implementation of the Census of population, households and apartments in the Republic of North Macedonia, and members of the household, in the amount up to MKD 15.000;

11. Monetary allowance paid within IPA projects, funded by the European Union and implemented in the Ministry of Labour and Social Policy;

12. Income based on community work, according to a Program from the Operational plan for active employment programs and measures;

13. Allowance for attending training, according to programs/measures from the Operational plan for active employment measures and programs;

14. Stipend;

15. Income based on engagements for public works, seasonal work and other temporary jobs, according to the Labour Law;

16. Donations according to the Law on Donations;

17. Allowance for practical training of students and practical education of students;

18. Allowance for traineeship according to the Law on traineeship;

19. Allowance for volunteers according to the Law on Volunteering;

20. Financial assistance received for treatment in the country or abroad,

21. Allowance arising from activities related to the security and defence of the Republic of North Macedonia;

22. Reported or realized net income from the sale of own agricultural produce by all members of the household, in the amount of 80% of the realized income in the last 12 months; and

23. Reported or realized net income from other revenues by all members of the household, in the amount up to MKD 30.000 in the last 12 months

The right to allowance for education shall be realized if the child:

  • Is enrolled as a regular student in the primary or secondary school
  • Attends at least 85% of the total number of realized classes, and
  • has not used allowance for education for the same school year.

A person who until 18 years of age had a status of a child without parents and parental care, and who is enrolled as a regular student in a public educational institution shall be entitled to allowance for education up to 26 years of age.

A person who until their 18 years of age had a status of a child without parents and parental care, and who is enrolled in the second cycle – master’s studies at a public educational institution, shall be entitled to allowance up to three years as of the date of enrolment, and the same for doctoral studies, for maximum of six years as of the date of enrolment.

-for primary school students: MKD 2,859 (two thousand eight hundred fifty-nine) per measuring period

-for high school students: MKD 4,083 (four thousand eighty-three) per measuring period

-for a person who, until the age of 18, had the status of a child without parents and parental care, a high school student receiving guaranteed minimum assistance: MKD 2,178 (two thousand one hundred seventy-eight)

-for a person who, until the age of 18, had the status of a child without parents and parental care, a high school student not receiving guaranteed minimum assistance: MKD 7,624 (seven thousand six hundred twenty-four)

-for a person who, until the age of 18, had the status of a child without parents and parental care, a university student living in social housing (rented): MKD 16,335 (sixteen thousand three hundred thirty-five)

-for a person who, until the age of 18, had the status of a child without parents and parental care, a university student not living in social housing (rented): MKD 32,670 (thirty-two thousand six hundred seventy)

Payment of the allowance for education shall be done in the following payment intervals:

  • For the first measuring period during December in the current calendar year
  • For the second measuring period during February the following calendar year,
  • For the third measuring period during May in the current calendar year, and
  • For the fourth measuring period during July in the current calendar year.

Necessary documents for realization and use of the right to allowance for education:

1. Valid ID card of the applicant, submitted only for inspection to prove the identity of the person, his/her citizenship and place of residence;

2. Excerpt from the Registry of births;

3. Excerpt from the Registry of marriages;

4. Excerpt from the Registry of deaths;

5. Court’s judgement on divorce of marriage;

6. Certificate of realized annual income;

7. Property list or Certificate that the person does not own property;

8. Certificate of realized income from work in the Republic of North Macedonia or abroad;

9. Certificate of a retirement benefits realized in the Republic of North Macedonia or abroad;

10. Judgement on established legal livelihood benefit;

11. Agreement on performance of work related to implementation of the Census of population, households and apartments in the Republic of North Macedonia;

12. Certificate of savings from a Bank;

13. Certificate of securities from the Central Depositary of securities; necessary application documents

14. Certificate from the Employment Agency of the Republic of North Macedonia of reimbursement of unemployment benefit;

15. Certificate of reimbursement of military disability allowance;

16. Certificate of reimbursement of civil disability allowance;

17. Certificate of allowance arising from activities related to the security and defence of the Republic of North Macedonia;

18. Evidence that one of the parents is unknown;

19. Evidence that one of the parents is missing;

20. Evidence for the time of imprisonment;

21. Evidence that one of the parents is deceased;

22. Certificate for the child/student that he/she is enrolled as a regular student in primary/secondary school.

23. Evidence that the child attends regular education in the primary or secondary education in the schools in the Republic of North Macedonia, verified by the Ministry of Education and Science and registered with the Central Registry of the Republic of North Macedonia and the Registry of the Ministry of Education and Science;

24. Evidence that they are placed with a social protection facility outside the family or health or other institution, according to a decision from the social work centre; and

25. Certificate of being a regular student.

Necessary documents accompanying the application for allowance for education for a person who until 18 years of age had a status of a child without parents and parental care:

1. Valid ID card of the applicant, submitted only for inspection to prove the identity of the person, his/her citizenship and place of residence;

2. Excerpt from the Registry of births;

3. Excerpt from the Registry of marriages;

4. Excerpt from the Registry of deaths;

5. Court’s judgement on divorce of marriage;

6. Certificate of realized annual income;

7. Property list or Certificate that the person does not own property;

8. Certificate of realized income from work in the Republic of North Macedonia or abroad;

9. Certificate of a retirement benefits realized in the Republic of North Macedonia or abroad;

10. Judgement on established legal livelihood benefit;

11. Agreement on performance of work related to implementation of the Census of population, households and apartments in the Republic of North Macedonia;

12. Certificate of savings from a Bank;

13. Certificate of securities from the Central Depositary of securities;

14. Certificate from the Employment Agency of the Republic of North Macedonia of reimbursement of unemployment benefit;

15. Certificate of reimbursement of military disability allowance;

16. Certificate of reimbursement of civil disability allowance;

17. Certificate of allowance arising from activities related to the security and defence of the Republic of North Macedonia;

18. Evidence that one of the parents is unknown;

19. Evidence that one of the parents is missing;

20. Evidence for the time of imprisonment;

21. Evidence that one of the parents is deceased;

22. Certificate that the person is regular student in high school;

23. Certificate of being a regular student.

The applicant for an allowance for education for a person who had status of a child without parents or parental care until the age of 18, shall certify in writing their income from independent activity, and if they have savings in the amount above MKD 70.000 (seventy thousand).

The applicant who is beneficiary of a guaranteed minimum assistance for a child shall file the following documents with the application for allowance for education for a person who until 18 years of age had a status of a child without parents and parental care:

1. Valid ID card of the applicant, submitted only for inspection to prove the identity of the person, his/her citizenship and place of residence;

2. Certificate for a regular student.

Necessary documents for realization of the right to allowance for education for a student who until 18 years of age had a status of a child without parents and parental care:

1. Valid ID card of the applicant, submitted only for inspection to prove the identity of the person, his/her citizenship and place of residence;

2. Evidence/certificate that the person had status of a child without parents and parental care until the age of 18, issued by the social work centre;

3. Certificate that the person is enrolled in higher education institution for the first time;

4. Certificate of being a regular student; and

5. Adequate evidence for use of lease for a low-income apartment (agreement on the use of a low-income apartment by the Ministry of Transport and Communications/evidence-certificate from the Joint-Stock company for management and construction of housing and business facilities of interest for the Republic of North Macedonia, or a statement that the person uses a leased low-income apartment, entered with the social work centre)

Payment of the allowance for education shall be done until the person fulfils the condition for attendance of at least 85% of the total realized classes for each of the measuring periods, as prescribed by this law.

Terms and termination of the right

Checking if the condition for payment of the allowance for education has been fulfilled shall be done for each of the following measuring periods:

  • First measuring period from 1 September until 31 October in the current calendar year,
  • Second measuring period from 1 November until 31 December in the current calendar year,
  • Third measuring period from 20 January until 31 March in the following calendar year
  • Fourth measuring period from 1 April until the end of the school year. Terms and termination of the right
  • The child is not of high school age
  • The child stopped attending school
