Co-payment

Depending on the financial situation of the family, co-payment of the costs shall be provided for taking care, rest and recreation of children in a public institution for children's care.

Co-payment shall be provided in the cost for the services paid by the parent per child. Co-payment/participation fee shall mean exemption from payment of part of the cost covered by the parent in the costs for care, education, rest and recreation of children in children's public institutions.

The right to co-payment shall be realized for a child whose family’s financial situation has deteriorated as a result of suffered natural disaster (fire, flood, earthquake, etc.). The right to co-payment in a public institution for children’s care - kindergarten shall be realized for a child of a single parent (if one of the parents is deceased or not known or he has been deprived of the parental right or if due to any other reason one of the parents is prevented from exercising their parental rights), with salary and other monthly income in the amount up to the minimum salary determined by law.

Eligibility Criteria

Depending on the financial situation of the family, co-payment of the costs shall be provided for taking care, rest and recreation of children in a public institution for children's care. The right to co-payment shall be realized for a child whose family’s financial situation has deteriorated as a result of suffered natural disaster (fire, flood, earthquake, etc.).

Benefits

The amount of the co-payment shall be determined for every case individually and cannot be less than 30%, and no more than 100% of the cost borne by the parent per child, for the costs for care, education, rest and recreation of children in the public institutions for children's care.  

The amount of the co-payment shall be determined depending on the factual situation. The right shall be realized as of the date of submission of the application. Co-payment shall be provided in the cost for the services paid by the parent per child. The amount of the co-payment for a child taken care of by a public institution for children’s care, shall be determined only for the total number of days the child spends in such institution, in accordance with the records for attendance of children, and shall be 100% of the price for the service paid by the parent per child. An Admissions Committee, appointed by the Director of the public kindergarten shall be competent for realization of the right to co-payment, as determined by law.

Necessary documents:

The application for co-payment of the costs for the services of the public institution for children’s care shall be filed to the public institution where the child is staying, i.e. the public institution looking after the child.

1. The right to co-payment shall be realized for a child whose family’s financial situation has deteriorated as a result of suffered natural disaster (fire, flood, earthquake, etc.). The amount of the co-payment shall be determined depending on the factual situation.

The applicant – parent/guardian shall file the following documents for realization of the right to co-payment:

1. ID card of the applicant, for inspection only,

2. Transcript from the Excerpt of the Registry of births for the child;

3. Certificate from the Social Work centre that there was a case of suffered natural disaster (fire, flood, earthquake, etc.) due to which the financial situation of the family has deteriorated. The right to co-payment for a child looked after by a public institution for children’s care cannot be realized for longer than six months.

2. The right to co-payment of the costs for looking after and education of pre-school children shall be provided to single parents who are beneficiaries of the guaranteed minimum assistance, whose children are looked after by a public children’s institution – kindergarten.

The parent of the child subject of the right to co-payment of the costs for taking care of and education of pre-school children, should be a national of the Republic of North Macedonia, with permanent residence of at least 12 uninterrupted months on the territory of the Republic of North Macedonia, up to the date of application.

The amount of the right to co-payment of the costs for taking care of and education of pre-school children shall be equal to the costs of the service in the children’s public institution paid by the parent. Co-payment for the costs for care and education of pre-school children shall be provided by the Budget of the municipality, and the Municipality of the City of Skopje where the seat of the institution is located. The application for co-payment of the costs for the services of the public institution for children’s care shall be filed to the public institution where the child is staying, i.e. the public institution looking after the child (labelled to be forwarded to the Admissions Committee).

The application for co-payment of the costs for the services of the public institution for children’s care shall be filed to the public institution where the child is staying:

1. ID card of the applicant, for inspection only,

2. A photocopy of excerpt from the Registry of births, for the child (the original is submitted for inspection only),

3. Photocopy of Excerpt from the Registry of births for the parent - applicant, not older than six months

4. For divorced marriage/widower (the original is submitted for inspection only),

5. Evidence that one of the parents is deceased, photocopy of Excerpt from the Registry of deaths (the original is submitted for inspection only) - for widower, evidence from the competent court that the other parent has been deprived of their parental rights,

6. Evidence for paid net salary to the parent, for the last three months before application – provided by the employer,

7. For parents beneficiaries of retirement benefits, evidence for the retirement benefits (decision by the Pension and Disability insurance fund of the Republic of North Macedonia),

8. For parents beneficiaries of unemployment benefits (evidence from the Employment Agency of the Republic of North Macedonia),

9. For parents beneficiaries of guaranteed minimum assistance (decision from the competent Social Work Centre),

10. For parents beneficiaries of stipend (evidence for received stipend for the last three months before application),

11. For parents beneficiaries of alimony (evidence for received alimony for the last three months before application)

12. Evidence for realized income of the parent in the previous year, issued by the Public Revenues Office.

The applicant- parent, depending on their status, shall file adequate documents.

Terms and termination of the right

At latest 30 days as of the date of application accompanied by the relevant documents, the public institution for children’s care – kindergarten shall adopt decision on realization of the right to co-payment. The right to co-payment shall be realized from the first day of the following month upon submission of the application.

The right to co-payment in the above mentioned cases, for a child looked after by a public institution for children’s care cannot be realized for longer than six months. In case when the conditions for realizing the right are no longer fulfilled, the Social work centre shall inform the public institution for children’s care and education that the reasons for realization of the right are no longer fulfilled. The right to co-payment shall seize the following month after the month when the reasons were no longer fulfilled, and upon repairing the consequences from the suffered natural disaster (for which it was realized), the right may also be terminated before the expiry of the determined period.

The right to co-payment for a child cared by a public institution for children’s care shall be exercised until the conditions which are the basis for the stated right are fulfilled, for which, the parent, at latest 15 days before expiry of the period of six months, shall submit a new application for extension of the right, accompanied by the relevant documents. In case of change of the conditions which were the basis for exercising of this right, at latest 15 days as of the date of occurrence of the change, the parent shall notify the public institution for children's care - kindergarten, and the right shall be terminated as of the date of occurrence of the change. The right to co-payment shall seize the following month after the month when the reasons were no longer fulfilled, and upon repairing the consequences from the suffered natural disaster (for which it was realized), the right may also be terminated before the expiry of the determined period.
