Parental Allowance

This right provides financial means for the mother or the father/guardian who have their third live born child.

It may be realized by a mother who gave birth and takes care of her third child. In exceptional cases, the holder of the right may be the father and/or the guardian.

Eligibility Criteria:

A mother who is a national of the Republic of North Macedonia, with permanent place of residence in the past three years before application. A mother who is taking care of her child for whom she filed application, whose previously born children are not placed with a social protection institution, foster family or are not put for adoption and a mother whose parental rights for her previously born children had not been removed. In case the mother is not alive, left the child or due to justified reasons is prevented to take care of her child, the father or guardian may obtain the right instead of the mother, if they fulfil the following conditions

Justified reasons shall be the following:

  • Prolonged hospitalization of the mother;
  • Seriously deteriorated health of the mother;
  • Study stay abroad, advancement and specialization of the mother, and
  • Removed working capability of the mother

Benefits

Parental allowance for a child – for rights acquired in accordance with the Law on Child Protection (“Official Gazette of the Republic of Macedonia” Nos. 23/13, 12/14, 44/14, 144/14, 10/15, 25/15, 150/15, 192/15, 27/16, 163/17, 21/18, 198/18)

  • The amount of the parental allowance for the third child will be MKD 9.191 (nine thousand one hundred ninety-one).
  • The amount of the parental allowance for the fourth child will be MKD 12.867 (twelve thousand eight hundred sixty-seven).
  • The amount of the single-parent allowance for a child will be MKD 18.382 (eighteen thousand three hundred eighty-two).
  • The amount of the parental allowance for a child (for the third child) for recipients based on the material status of the mother’s family will be MKD 10.954 (ten thousand nine hundred fifty-four).

Parental assistance for the third child is paid every month, for a period of ten years.

Necessary documents:

Necessary documents for realization and benefiting from the right to parental allowance for a child, in cases when the applicant for parental allowance is the mother:

1. Valid ID card as evidence to determine the identity, citizenship and place of permanent residence in the Republic of North Macedonia in the last three years before filing the application, (and for mothers for whom citizenship and place of permanent residence of the Republic of North Macedonia for the last three years before application cannot be determined from their ID card, i.e. evidence to prove that they are citizens of the Republic of North Macedonia with place of permanent residence in the Republic of North Macedonia in the last three years before filing the application);

2. Excerpt from the Registry of births for the child;

3. Statement from the mother in the capacity of applicant that she is not living or working abroad;

4. Excerpts from the Registry of births for the children of previous order of birth, and in case of deceased child/children also transcript of excerpt from the Registry of deaths, and a statement from the mother on the order of birth of the children, according to date of birth, as entered in the excerpt of the registry of births, and in case of deceased child, the date and hour of death of the child, as entered in the excerpt of the registry of deaths;

5. Evidence that the children of previous order of birth are not placed with a social protection institution, foster family or not put for adoption;

6. Evidence that her parental rights have not been removed for the children of previous order of birth;

7. Evidence for the mother regarding performed health examinations and follow-ups during pregnancy;

8. Evidence for the performed mandatory immunizations of the child subject of the right, in accordance with law;

9. Certificate that the child subject of the right has been enrolled and regularly attends primary education;

10. Certificate of irregular continuation of education for a child subject of the right, who is prevented to regularly attend school due to illness or injury;

11. Certificate for a child subject of the realized right that cannot attend school due to vision impairment and degree of disability;

12. Excerpt from the Registry of marriages;

13. Excerpt from the Registry of deaths;

14. Court’s judgement on divorce of marriage;

15. Certificate of realized annual income;

16. Property list or Certificate that the person does not own property;

17. Certificate of realized income from work in the Republic of North Macedonia or abroad;

18. Certificate of a retirement benefits realized in the Republic of North Macedonia or abroad;

19. Judgement on established legal livelihood benefit;

20. Agreement on performance of work related to implementation of the Census of population, households and apartments in the Republic of North Macedonia;

21. Certificate of savings from a Bank;

22. Certificate of securities from the Central Depositary of securities;

23. Certificate from the Employment Agency of the Republic of North Macedonia of reimbursement of unemployment benefit;

24. Certificate of reimbursement of military disability allowance;

25. Certificate of reimbursement of civil disability allowance;

26. Certificate of allowance arising from activities related to the security and defence of the Republic of North Macedonia;

27. Certificate of being a regular student; and

28. Agreement on granting use of agricultural land property of the Republic of North Macedonia.

Necessary documents for realization and benefiting from the right to parental allowance for a child, in cases when the applicant for parental allowance is the father/guardian:

1. Valid ID card of the mother, provided for inspection in order to check place of permanent residence, i.e. proof of place of permanent residence of the mother, except in case the mother is deceased;

2. Valid ID card of the father/guardian as evidence to determine the identity, citizenship and place of permanent residence in the Republic of North Macedonia in the last three years before filing the application, (and for a father/guardian for whom citizenship and place of permanent residence in the Republic of North Macedonia for the last three years before application cannot be determined from their ID card, i.e. evidence to prove that they are citizens of the Republic of North Macedonia with place of permanent residence in the Republic of North Macedonia in the last three years before filing the application);

3. Transcript from the Excerpt of the Registry of births for the child;

4. Transcripts of excerpts from the Registry of births for the children of previous order of birth, and in case of deceased child/children also transcript of excerpt from the Registry of deaths, and a statement from the father/guardian on the order of birth of the children, according to date of birth, as entered in the excerpt of the registry of births, and in case of deceased child, the date and hour of death of the child, as entered in the excerpt of the registry of deaths;

5. Evidence that the children of previous order of birth are not placed with a social protection institution, foster family or not put for adoption;

6. Evidence that they have not been deprived of the parental right of father/guardian for the children of the previous order of birth, and for the guardian also proof that they have not been deprived of their custody;

7. Transcript of excerpt of the registry of deaths in case of deceased mother;

8. Evidence that the mother has left the child;

9. Certificate of prolonged hospitalization of the mother;

10. Evidence for seriously deteriorated health of the mother, with assessment for the deteriorated health condition;

11. Evidence for study stay abroad, advancement and specialization of the mother;

12. Evidence for removed working capability of the mother;

13. Statement from the father/guardian in the capacity of applicant that they are not living or working abroad;

14. Evidence for the mother regarding performed health examinations and follow-ups during pregnancy;

15. Evidence for the performed mandatory immunizations of the child subject of the right, in accordance with law;

16. Certificate that the child subject of the right has been enrolled and regularly attends primary education;

17. Certificate of irregular continuation of education for a child subject of the right, who is prevented to regularly attend school due to illness or injury;

Terms and termination of the right

The application for realization of the right to parental allowance for a child, along with the necessary documents, shall be filed to the competent social work center, at latest until the expiry of three months of life of the child and the right to parental allowance for a child shall be exercised as of the date of birth of the child. The application for extension of the right to parental allowance for a child for the following year shall be filed until 31st of March in the current year. If the application for extension of the right to parental allowance for a child is filed after this period, the applicant shall be granted extension, i.e. benefit from this right, on the first day of the following month from the month when the application for extension had been filed.

The person who exercised the right to RD-3 shall not be entitled to guarantee minimum aid.
