Financial compensation for assistance and care provided by another person
This right aims to provide for basic financial means for persons who are not able to meet their daily subsistence needs.
- Target group:
Person who has completed 26 years of age.
Persons with moderate, severe or profound intellectual disability, persons with severe and most severe physical disability, completely blind persons, as well as persons with permanent changes in their health status, persons who require assistance and care from another person because they are not able to perform basic daily life activities, persons who cannot move within or outside their dwelling even with the assistance of orthopaedic aids, persons who cannot feed, dress, maintain personal hygiene or attend to his basic physiological needs independently have the need for assistance and care from another person to a greater extent.
Persons with moderate intellectual disability and persons who, due to permanent changes of their health status, are not able to attend fully to their basis needs without assistance of another person have the need for assistance and care from another person to a lesser extent.
- Eligibility criteria:
A person who is not able to attend independently to his or her basic living needs, citizen of the Republic of North Macedonia, foreigner with permanent residence in the Republic of North Macedonia, person with recognized refugee status and person under subsidiary protection.
- Amount of the benefit:
The amount of the monthly financial compensation for assistance and care from another person to a greater extent is MKD 6.092 (six thousand ninety-two) for persons with severe or profound intellectual disability, severe physical disability and completely blind persons, as well as for persons with permanent changes of the health status.
The amount of the monthly financial compensation for assistance and care from another person to a lesser extent is MKD 5.389 (five thousand three hundred eighty-nine) for persons with moderate intellectual disability who suffered permanent changes of the health status, and for completely deaf persons.
- Time limits for exercise and termination of the right:
The Social Work Centre shall be obliged to notify the beneficiary about the need for reassessment two months prior to the expiry of the deadline for reassessment of the need for assistance and care provided by another person. If the beneficiary or his/her legal guardian unjustifiably fails to appear for reassessment of the need for assistance and care provided by another person within the prescribed period of time, his or her right to financial compensation for assistance and care provided by another person shall be terminated.
A person placed in an extrafamilial care institution for a period over 30 days, foster family, organized supported living, or in a healthcare or other institution by decision of the Social Work Centre shall not be able to exercise the right to .financial compensation for assistance and care provided by another person for the duration of such placement.

Opinion of the primary care general practitioner on the need for assistance and care from another person
Barthel Index, signed by primary care general practitioner
Finding and opinion on the need for assistance and care from another person issued by a professional panel
Finding and opinion on the need for assistance and care from another person issued by a second instance professional panel
1. copy of a valid personal identity card of the citizen of the Republic of North Macedonia, personal identification card for permanent residence of a foreign national, copy of personal identification card of a recognized refugee or a copy of personal identification card for a person under humanitarian or subsidiary protection,
2. finding and opinion of the competent authority, and
3. medical documentation (specialist’s report, discharge note and other medical documents)
The need for assistance and care from another person shall be established by finding, assessment and opinion of professional panels established in the public health institutions and composed of three specialist or subspecialist doctors.
When establishing the extent of the need for assistance and care from another person, the panel shall take into account the Barthel Index, which shall constitute an integral part of the opinion issued by the primary care general practitioner of the applicant.
