One-time payment or assistance in kind
The aim of this social protection right is to provide for basis financial means for a person or a family at social risk, suffered a natural disaster or epidemics and prolonged treatment of a family member at a health institution.
- Target group
A person or family at social risk, suffering the effects of a natural disaster or epidemics, a person who needs to be operated on, beneficiary of permanent financial assistance without housing.
A person or a family at social risk which may have permanent consequences, due to a natural disaster (earthquake, flood, fire), epidemics and death of a family member.
Person in need of surgery and prolonged treatment abroad.
Person without housing who is a beneficiary of guaranteed minimum assistance and in incapable of work, as support to finding the necessary housing.
Victim of domestic violence in order to provide for urgent protection and care.
A person who until the age of 18 had the status of a child without parents and without parental care, i.e. after the termination of guardianship, and at most until the age of 26, has the right to a one-time intervention financial aid in the amount of up to 180,000 denars, for the purpose of inclusion in the social environment .
This right is exercised after leaving the institution or foster family.
The center for social work, together with this person, makes a plan for the integration of the person in the social environment, which refers to the provision of housing, employment, regular education and other needs, based on which the funds are paid.
The plan is drawn up three months before leaving the out-of-family care facility, assisted living unit or foster family
- Eligibility criteria
The applicant for the right to one-time financial assistance, provided he or she is a beneficiary of a social protection benefit due to a natural disaster, fire, flood or earthquake, as well as a convict following his or her release from the penitentiary institution, shall submit a copy of the ID card, birth certificate or other personal document establishing the address of his or her residence.
- Amount of the benefit
The following financial assistance shall be paid:
Up to MKD 4,500 to satisfy the needs of a person or family at social risk that does not have lasting consequences and it is necessary to provide for the social and financial security of the person.
Up to MKD 12,000 to satisfy the needs of a person or family at social risk due to prolonged treatment at a healthcare institution, as well as for a victim of domestic violence for the purpose of exercising the right to healthcare and medical treatment.
Up to MKD 15,000 to satisfy the needs of a victim of domestic violence in order to provide for urgent protection and care.
Up to MKD 30,000, in particular:
- to satisfy the needs of a person or a family at social risk which may have permanent consequences, due to a natural disaster (earthquake, flood, fire), epidemics or death of a family member.
- Person who requires surgery or longer treatment in a healthcare institution abroad and person without housing who is a beneficiary of guaranteed minimum assistance and in incapable of work, as support to finding the necessary housing.
- Assistance in kind: food and clothing.

The documents required to exercise the right to one-time financial assistance if the applicant is not a beneficiary to a social protection right, for him or her or his or her family members:
- Valid personal identity card of the citizen of the Republic of North Macedonia, personal identification card for permanent residence of a foreign national, personal identification card of a recognized refugee or a personal identification card for a person under subsidiary protection, which is only presented in order to prove the identity and the nationality, of an application made to recognize the right to asylum
- Birth certificate
- Marriage certificate, if the applicant is married
- Death certificate, for a deceased family member
- Certificate of the net salary received in the last three months prior to filing the application
- Certificate on pension benefit acquired
- Certificate from the Employment Service Agency of North Macedonia for the unemployed members of the family
- Certificate of declared or realized income from the Public Revenues Office
The Social Work Centre shall collect the documents referred to in items 2, 3, 4, 5, 6, 7, and 8 ex officio, by electronic data exchange with the relevant institutions or in writing, following the receipt of a written consent of the applicant for the use of his or her personal dat in the procedure for exercising the right to one-time financial assistance.
- Time limits and termination of the right:
In the application for exercise of one-time financial assistance, the applicant shall state the purpose of the assistance and, within 15 days upon the date of payment of the assistance, and no later than three months upon receipt of the assistance, shall furnish to the Social Work Centre evidence that the funds have been used for the purpose stated in the application, with the exception of the one-time financial assistance in the amount of MD 4,500 (four thousand five hundred). The Law on Social Protection does not prescribe legal terms for the exercise of the right, but it is usually exercised at the time when the social risk occurred and following the submission of the full documentation.
