Housing allowance
The right to a housing allowance is exercised in order to provide for housing support to persons with low income, in particular:
- for payment of rent for an individual residential building or part thereof
- remediation, adaptation and reconstruction of own immovable property
- compensation of costs for accommodation in a students’ dormitory
- Target group
Persons with low income and no housing, in particular:
- Beneficiaries of guaranteed minimum assistance
- Persons who, by age of 18, had the status of children without parents and parental care, i.e. following the expiry of the guardianship and up to 26 years of age
- Eligibility criteria
- In order to be eligible to exercise the right to housing allowance, the person should:
- previously have obtained the right to accommodation in a extrafamilial social protection and care institution or a foster family
- to be without housing
- A person without housing shall be the person who:
- does not possess an apartment or other immovable property in his or her personal ownership, in ownership of his or her spouse or their child and is not leasing an apartment in ownership of the Republic of North Macedonia.
- until the effective completion of a probate case for distribution of the inheritance of testator, where he or she might appear as a heir under the law.
- A person without housing shall be the person who:
- disposed of immovable property in his or her personal ownership or in ownership of his or her spouse or their minor child, in the last three years prior to filing the application
- has been voluntarily accepted by a parent, close relative or a third party and thus resolved his or her housing issue
- has not initiated a probate case for distribution of the inheritance of testator, where he or she might appear as a heir under the law, or has not been accepted as heir in the course of the probate case.
- A person with low income for the purposes of the exercise of the right to housing allowance shall be the person:
- who, by the time he or she completed 18 years of age, had the status of a child without parents and parental care in accordance with the Law on Social Protection
- whose income on all grounds, as well as the income of his or her spouse and other family members are lower than MKD 5,600 monthly per family member.
- The following shall not be deemed income:
- Guaranteed minimum assistance
- Disability allowance,
- Financial compensation for assistance and care provided by another person
- One-time cash assistance benefit for a newborn;
- Children’s allowance
- Educational allowance
- Special allowance, obtained in accordance with the law
- Amount of the benefit:
The funds required for the exercise of the right to housing allowance for the persons who are beneficiaries of guaranteed minimum assistance shall be provided from the budget of the municipality of Prilep, while for persons who, by the time they completed 18 years of age, had the status of children without parents and parental care, i.e. following the expiry of the guardianship, and up to 26 years of age, shall be provided from the budget of the Republic of North Macedonia.
The funds required for the exercise of the right to housing allowance may also be provided through donations, loans, etc.
The Social Work Centre shall take into account the following amounts when making the decision on the amount of the housing allowance covering the rent of an individual residence or part thereof:
- for a single person, MKD 4,000 (four thousand) monthly rent
- for a family with two to four members, MKD 6,000 (six thousand) monthly rent
- for a family with five or more members, up to MKD 8,000 (eight thousand) monthly rent
It shall include public utility costs (electricity, heating, water supply and waste disposal) in the amount of:
- for a single person, up to MKD 1,500 (one thousand five hundred)
- for a family with two to four members, up to MKD 2,000 (two thousand)
- for a family with five and more members, up to MKD 2,500 (two thousand five hundred)
The right to a housing allowance with allocation of funds for remediation, adaptation and reconstruction of dilapidated and incomplete residential building owned by the beneficiary of the housing allowance shall be exercised based on a calculation drafted by an expert of the actual costs of the necessary construction works to create basic living conditions. The right to a housing allowance shall be exercised in the amount of the costs for accommodation of the beneficiary of the housing allowance who is attending regular studies and is accommodated in a students' dormitory.

Attachments to the application to be provided by the direct beneficiary:
1 . Proof that the person is not leasing an apartment owned by the Republic of North Macedonia;
2. Valid personal ID card or passport, to be presented for the purposes of proving the applicant's identity and citizenship;
3. Certificate of income issued by the Public Revenues Office;
4. Certificate of title
5. Certificate that the person does not own immovable property
6. Statement certified by a Notary Public that the person does not own an apartment or other immovable property, i.e. that the person has not disposed of such property and that the person cannot exercise the right to housing in any other manner
7. Proof that a probate case for distribution of the inheritance of testator, where he or she might appear as a heir under the law has been initiated, or that he or she has not been accepted as heir in the course of the probate case
8. Document on the payment of salary, pension benefit or other regular income in the last three months
9. Birth and marriage certificates
10. Certificate for attending regular studies
11. Agreement on accommodation in a students’ dormitory
12. Lease agreement
The Social Work Centre collects documents referred to in items 1, 3, 4, 5, 8 and 9 ex officio, while the documents referred to in items 2, 6, 7, 10, 11 and 12 are furnished by the applicant.
