EMPLOYMENT SERVICES
The Employment Service Agency of the Republic of North Macedonia provides the following services:
1. JOB SEARCH ASSISTANCE
The services includes profiling and development of an Individual Employment Plan, employment counselling, providing information on the labour market situation and demand, i.e. vacancies, as well as information on active labour market programmes and measures and the services provided by ESARNM. Furthermore, the employment centres offer assistance to unemployed persons for development of CVs and motivation letters, strengthening their skills for presentation to the employers at job interviews, information and counselling, education on the use of the online services provided via the web portal of ESARNM, organization of info-meetings with youth and other groups of unemployed persons, etc.
2. MOTIVATION TRAINING
Motivation trainings will be organized as one-day trainings at the employment centres, with the aim to improve the information and the motivation for engagement in the active labour market programmes and measures. Motivating the unemployed to seek jobs actively will also be realized using an individualized approach, provided the unemployed persons have a need for additional support and counselling.
3. WORK PREPAREDNESS AND WORKPLACE SKILLS TRAININGS
This service includes implementation of training for young unemployed people up to 29 years of age under the “Work preparedness and workplace skills training” programme, which includes the following modules: introductory module, personal development, development of job search skills, communication skills, appropriate workplace behaviour, team work and leadership, health and safety, rights and responsibilities at work, and financial skills.
They will be realized at workshops using methods that are close to young people and efficient for education and acquiring new skills interactively.
4. CAREER COUNSELING AND GUIDANCE
This service includes various activities for information, group and individual career counselling, etc. Unemployed persons can be included in several activities within the service, in accordance with their interests and needs. Career counselling and guidance enable the unemployed persons to develop job searching skills and plan and manage their own career development, assistance in selecting an occupation, training or employment, as well as additional support in the assessment of their own employment potential and their matching to the actual labour market demand.
5.ACTIVATION OF UNEMPLOYED ROMA AND OTHER PERSONS AT RISK OF SOCIAL EXCLUSION
The service shall be aimed at all unemployed Roma and other persons at risk of social exclusion. Unemployed persons shall have access to a team of mentors, who will be engaged by the local communities. Their role would be to motivate them and inform them regularly about employment opportunities or how they can improve their professional capacity. Using an individualized approach to identify the knowledge, qualifications and skills of those persons, they will be referred to the relevant programmes under the Operational plan on active labour market programmes and employment services.
Furthermore, the inclusion of Roma and other persons at risk of social exclusion in the labour market will be supported through programmes bases on international experiences (the Acceder programme). The service will be provided under the UNDP, MLSP and ESARNM project “Creating Job Opportunities for All”, supported by the Swiss Development and Cooperation Agency (SDC).
The model will be realized by establishing pilot centres providing employment support to Roma and other persons at risk of social exclusion, in partnership with selected civil society organizations in pilot municipalities with significant Roma presence and well developed business environment. The aim is, through individual employment plans and close cooperation with the local business community, as well as in line with the actual labour demand, to enable employment and social inclusion of the unemployed persons.
The individual employment plan consists of six key phases:
- Initial assessment of employability
- Development of an individual employment plan under the Acceder methodology
- Training the candidates to identify independently and apply to vacancies
- Support in the identification and approach to trainings to acquire soft and professional skills, abilities and habits
- Employment of the candidates by means of intermediation or through their own activities and monitoring the employment
6. C&M - COUNSELLING AND MOTIVATION FOR THE BENEFICIARIES OF GUARANTEED MINIMUM ASSISTANCE
Beneficiaries of guaranteed minimum assistance shall be entitled to use the service Counselling and Motivation (S&M), which includes intensive psycho-social support for the beneficiaries prior to their inclusion in an active labour market measure, as well as mentorship support that would be the most intensive in the period when the beneficiary is included in training or other active labour market measure, and the least intensive following the employment of the beneficiary and his/her labour market integration. The S&M service is complementary to the employment programmes and services and provides counselling, support and motivation, as well as monitoring of the beneficiary of guaranteed minimum assistance throughout the activation process
