SUPPORT FOR JOB CREATION
The support to job creation would have an impact on boosting employment of the unemployed persons in micro, small and medium enterprises, social enterprises pursuing primarily social objectives and reinvesting their profit in the realization of those objectives through the business operations, or investing in the community and civil (not-for-profit) organizations pursuing economic activities classified under the National Classification of Economic Activities to realize the objectives laid down in their Articles of Association.
Measure: Wage subsidies
Purpose of the measure
To support the employment of the unemployed persons who experience difficulties in entering the labour market
Target group
Unemployed persons registered with ESARNM who experience difficulties in entering the labour market:
- long-term unemployed persons (over 12 months in the register, with priority assigned to persons with unemployment spells over 5 years)
- young people up to 29 years of age
- persons over 50 years of age
- unemployed persons whose employment has been terminated during the COVID-19 pandemic
- people who returned from abroad due to the COVID-19 crisis
- beneficiaries of guaranteed minimum assistance
- beneficiaries of unemployment benefit
- persons who have the status of children without parents and parental care
- victims of domestic violence
- persons with disabilities
- Roma women and women from other ethnic communities
- persons belonging to the Roma ethnic community
- persons who have resolved their status and obtained personal identification documents
- single parents
- parents of children with impaired development
- parents of 3 or more children
- parents of street children
- convicted persons following their release from the penitentiary institution
- homeless persons
- persons who failed to complete secondary or lower education
Scope of the measure
Duration of the subsidy – 3, 6 or 12 months
MKD 19,000 per month as a wage subsidy for the employee for a period of 3, 6 or 12 months for employment of persons belonging to the target groups.
The employer may pay a higher salary to the employee.
The total financial support for one person within a period of 3 months amounts to MKD 57,000; for 6 months it amounts to MKD 114,000, and for 12 months it amounts to MKD 228,000.
The funds are paid as a single lump sum for the entire subsidy period, following the realization of the full-time employment, in accordance with the terms and conditions laid down in the Subsidy agreement.

Micro, small and medium enterprises, social enterprises, and civil (not-for-profit) organizations pursuing an economic activity.
New enterprises established under the Self-Employment Programme in 2020.

For unemployed persons:
- Notification, Search in the register of unemployed persons
For employers: The employer who recruits the unemployed person shall be obliged to retain the person in total employment of:
- 9 months for a subsidy of 3 months;
- 18 months for a subsidy of 6 months;
- 18 months for a subsidy of 12 months (for beneficiaries of guaranteed minimum assistance, unemployed persons whose employment has been terminated in the period following 11.03.2020 due to the COVID-19 pandemic and the Roma), and
- 30 months for a subsidy of 12 months.
